A Survey on Immigrants’ Internet Connectivity

Internet connectivity plays a pivotal role in immigrants’ access to information and their children’s education. Therefore, the National Development Council surveys immigrants’ access to information every three years. The aim is to examine the differences in Internet connectivity among immigrants, as well as the degree of heterogeneity in their families’ web connectivity. The results are presented as a reference for the policy-making at the governmental level to bridge the digital divide between immigrants and locals, and to create equal “digital opportunities.”
The 2014 survey shows that the Internet penetration rate of immigrants in Taiwan is 5.9% less than the national average. In addition, 82.5% of the immigrants with Internet access use a smartphone, which is 21.1% higher than the rate of those using a desktop PC. This suggests that immigrants prefer accessing the Internet via smartphones.
