Traffic Accident Data Online Download: NHI Card Identity Verification Method Now Available

To assist citizens requiring mediation, investigation, and legal resolution for traffic accidents, the National Police Agency of the Ministry of the Interior has implemented an online application system for verifying traffic accident data via the "Road Traffic Accident Data Application System" (URL: https://tm2.npa.gov.tw/NM105-505ClientRWD2/TM02A01Q_01.jsp) since February 2024. In addition to the existing option of using the Citizen Digital Certificate, the system now allows identity verification using the National Health Insurance Card (utilizing either a card reader or linking to a mobile phone number). This enables individuals to conveniently authenticate and access data such as accident scene diagrams, photos, and preliminary analysis reports of traffic accidents involving casualties directly from the comfort of their homes by simply accessing the system online.

According to the Ministry of the Interior, Article 13 of the "Regulations Governing Road Traffic Accidents" stipulate that individuals involved or stakeholder parties may apply to the relevant authority to view or obtain the scene diagram and photographs of the road traffic accident after a period of 7 days has elapsed since the completion of on-site processing. Additionally, they may apply for the provision of the preliminary analysis report of the road traffic accident 30 days after the occurrence of the accident.

The Ministry of the Interior has announced that, in order to streamline public access to traffic accident-related data, the National Police Agency established the "Road Traffic Accident Data Application System" in 2013, alongside the traditional written application process. This system allows people to apply online and then pick up the documents at nearby police stations. Starting from September 2017, it has been open for online verification and application download using the Citizen Digital Certificate. Over the past three years (2020 to 2022), there have been a total of 392,971 applications, averaging 19,150 per month. In the previous year (2023), there were 195,607 applications, averaging 16,301 per month. This signifies a notable increase of over 49% in the monthly average of system usage compared to the preceding three years, indicating a substantial upward trend in the adoption of online application methods among the public.

To further diversify the application methods available to the public, starting from February this year, the system has introduced online verification using the National Health Insurance Card. If individuals have any doubts or questions regarding their application or issuance process, they can seek assistance from the relevant police authorities.

The Ministry of the Interior reminds all road users to strictly adhere to traffic regulations and drive attentively to prevent traffic accidents. In the event of an accident, there is no need to panic. Besides notifying the police for assistance, involved parties should carefully read the instructions provided on the accident registration form and apply for necessary documents to safeguard their rights and interests.
