Epidemic prevention

To prevent critical overseas animal borne diseases (e.g. African swine fever) from intruding into Taiwan, please take stringent dissemination actions for the migrant population when they are entering Taiwan. Please be informed.

Corresponding to the eased COVID-19 epidemic, the released border control measures, and the increasing arrival/departure of passengers, a climbing trend has been seen in penalties against the illegal trafficking of animal products brought by incoming tourists lately. To substantialize the border quarantine, please take stringent dissemination actions to remind the migrant population, foreign workers, new residents, and expatriate students about the following regulations:

(1) When entering the country, do not bring in meat products or other animal products, or the meals provided by the airline. When bringing in the aforesaid objects unknowingly, please ask them to dispose of the product in the disposal bin or declare the disposal before their arrival at the customs inspection counter. 

(2) Please tell overseas relatives and friends not to mail meat-containing animal quarantine products to Taiwan through courier parcels or mail parcels, otherwise the offender will be punished.

(3) If bringing pork products into Taiwan from countries (areas) subject to African swine fever over the last 3 years, and if the case is detected, then a sum of NT$200,000 will be imposed as the punitive fine for the first violation. If violating the rules for the second time, then a sum of NT$1,000,000 will be imposed as the punitive fine. If the offender does not have a stay certificate and where such person fails to pay the NT$200,000 punitive fine at the scene, then the case will be reported to the competent branch office of the Bureau of Animal and Plant Health Inspection and Quarantine (hereunder briefed as the Quarantine Bureau), the Executive Yuan. In this case, the offender will be prevented from entering the country. 

(4) If sending a pork product from countries (areas) subject to African swine fever by post mail parcel and where the case is detected for the first time, then a sum of NT$200,000 will be imposed as the punitive fine against the mail parcel recipient. If violating the rules for the second time and on, then a sum of NT$1,000,000 will be imposed as the punitive fine.
