Improve Safety for Motorcycles on Roads! Road Safety Courses are Officially Launched for Motorcycles!

In order to enhance road safety in motorcycle riding, the Directorate General of Highways (DGH), Ministry of Transportation and Communications (MOTC) has offered subsidy programs for motorcyclist training courses since 2019. This year (2023), the DGH plans to expand the subsidy program to subsidize NT$1, 300 per person on trainings for 40 thousand people who have attended motorcyclist training courses and obtained their driver’s licenses until November 30th. In order to further enhance the licensed motorcyclists’ practical road sense and comprehension in defensive driving, a trial run of the “Road Safety Driver Training Courses” subsidy program is launched this year. A “Press Conference on the Launch of Road Safety Riding Training for Motorcyclists” will be held on April 11th, handling of training courses and the subsidy program will commence. For a motorcyclist who has obtained a driver’s license, he/she may be subsidized another NT$1, 200 if he/she participates in the “Road Safety Driver Training Courses”. 

The Director General of the DGH, Chen, Wen-Juei, stated in his speech that the subsidy program for motorcyclist training courses has been promoted since 2019, the research report conducted by the commissioned driver behavior reseach organization, National Yang Ming Chiao Tung University, shows that by 2020, the risk of motorcyclists violating transportation laws is reduced by 32% and the risk of becoming perpetrators of accidents is reduced by 20% for trained motorcyclists compared to those who have not been trained. According to statistics gathered by the DGH until 2022, the risk of motorcyclists violating transportation laws is reduced by 56% and the risk of becoming perpetrators of accidents is reduced by 35% for trained motorcyclists, demonstrating a remarkable improvement in motorcyclists’ safety as a result of the motorcyclist training courses.

Director General Chen stated that the plan for the year is to continue with the subsidy programs, plan on the post-license education program of “Road Safety Driver Training Courses”. The content of the program involves retraining driving/riding instructors, training syllabus, standardized teaching methods, training subjects, route conditions, etc. Various practical riding scenarios can be seen at the press conference as instructors will lead trainees through practical on-road riding practices. The three-hour training course will cover the orientation, the actual Road Safety Driver Training, and after-class tutoring.

Chen, Yong-Chin, Chairman of the Automobile Driving Education Association R.O.C. mentioned in his speech that the subjects a Road Safety Driver Training Course should cover includes: properly pulling away from a roadside stop, making proper left and right turns, changing lanes correctly, stopping and yielding at intersections without signs, watching out for “sudden opening doors” of vehicles ahead, turning at intersections or opposite lanes with obstructed vision, stopping and yielding the right-of-way to pedestrians at intersections, keeping a safe distance and spacing between one’s own motorcycle and the vehicles ahead, paying attention to the off-tracking of larger vehicles and trucks, knowling the braking techniques. The public can receive concrete education on road safety knowledge and riding techniques by taking these motorcyclist training courses which can improve their motorcycle riding skills and safety awareness, thereby reducing the occurrence of traffic accidents and violations.

When Chen, Yen-Po, Political Deputy Minister of MOTC, gave his speech, he mentioned that this trial run of the “Road Safety Driver Training Courses” aims to not only improve motorcyclists’ solid riding skills, but also cover the common causes of accidents in the training subjects. Therefore, this is an important milestone in the reformation of the driving test system for motorcycles. The MOTC will continue to review the overall motorcyclist training system in conjunction with the DGH, and enhance driver education and training before the driving tests, including the continued promotion of motorcycle driving training, motorcycle road training, motorcyclists’ risk sensitivity and responsiveness, and strengthening the education and propaganda for the preliminary examination, in order to enhance the safety of motorcyclists when they ride.

Through the “Road Safety Driver Training Courses”, Deputy Minister Chen also wishes to advance trainees’ awareness of road safety and actual riding skills. Through the launch press conference, he hopes to emphasize the promotion and encourage the public to participate in the “Road Safety Driver Training Course”. Those who wish to participate in the program may contact the 14 nationwide driver education providers for further information about the charge, the DGH will provide an additional subsidy of NT$1, 200 to trainees upon completion of the training.

Over the last few years, the DGH has been proactively encouraging driver education providers to set up training courses for general heavy motorcyclists. So far, 78 driver education providers in Taiwan provide education for motorcyclists, allowing people to receive training on motorcycle riding near them.
