Following confirmation of Indonesia’s first African swine fever (ASF) case, from 2 p.m. on December 13th, a hefty penalty of NT$200,000 will be imposed on inbound tourists carrying pork products from Indonesia.

The ASF Central Disaster Response Center said today (13th) that according to the Food and Agriculture Organization of the United Nations' (FAO) weekly report, the Indonesian Ministry of Agriculture declared yesterday (12th) an outbreak of African swine fever epidemic in the country. Indonesia is the 11th country in Asia that has reported outbreaks of African swine fever epidemic following China (Including Hong Kong and Macau), Mongolia, Vietnam, Cambodia, North Korea, Laos, Myanmar, Philippines, South Korea, and East Timor. In accordance with Article 45-1 of the Statute for Prevention and Control of Infectious Animal Disease and the punishment standards announced by the Bureau of Animal and Plant Health Inspection and Quarantine on 18 December 2018, effective from 2 p.m. today, inbound tourists carrying pork products from Indonesia to Taiwan will be levied with a hefty NT$200,000 fine for first-time violators, the fine may go up to NT$1,000,000 for second-time violators. Those who failed to pay off the NT$20,000 fine will be transferred to the National Immigration Agency and be rejected of entry in Taiwan.
According to FAO, Indonesia's Agriculture Minister has confirmed the outbreak occurred in some parts of North Sumatra, though he did not specify the number of affected farms, animals and control measures. The World Organisation for Animal Health (OIE) and Indonesia's Agriculture Ministry have not notified the epidemic on their websites, however, based on the principle of advanced deployment of epidemic control, the Center has decided to include Indonesia in the list of countries that had outbreaks of African swine fever in the past 3 years. Heavy fines will be imposed on seizure of pork products brought into Taiwan. As for passenger's baggage inspection, Indonesia has been listed as high-risk region since 6th September this year, all inbound checked and hand luggage from Indonesia are subject to X-ray inspection, so the public can be rest assured.
The Center would like to stress once again that the African swine fever epidemic in Asia has not been contained and it is continuing to spread. Domestic industries should cooperate with national policies and improve pig farms' biosafety measures to prevent the invasion of viruses and keep up with the efforts of epidemic prevention. Passengers traveling between Taiwan and Indonesia must not bring any pork products from into Taiwan, violators will face heavy fines for breaking the regulations.
