According to Lifelong Learning Act, the competent authorities at all levels shall take into account the particular circumstances of new immigrants, design curricula that meet their needs, and provide accessible services. Thus, Regulations Governing Lifelong Learning for Foreign Spouses that specify the curricula, teaching materials, instructor qualifications, funding subsidies, and other associated matters was formulated by Ministry of Education.
