Q: I want to enroll in a Chinese literacy program. Where can I find related information?

A: For information about the Chinese literacy/adult basic education programs, please contact the social/continuing education section/division of your local education authority. If you are a resident in New Taipei City, please contact the New Citizen’s Culture Education and Counseling Division; for residents in Yilan County please refer to the Diverse Learning Section.

Q: How can I obtain an elementary or a junior high school degree in Taiwan?

A: You may enroll in continuation elementary and junior high schools. Please contact your local education authority for details.

Q: How can I have my academic degrees conferred by a high school (or a school of lower level) in my native country recognized? (Not applicable to schools in China)

A: For the recognition of elementary and junior high school degrees for the purpose of enrollment: Please have your credentials, school reports, or other documents verified at R.O.C. embassies, consulates, representative offices, offices or other institutes authorized by the Ministry of Foreign Affairs (“diplomatic missions”), and then contact your local education authority for further application. Please contact the education authority of your local government if you have any inquiries. (The recognition process is to be simplified from June 2016. Credentials will be exempt from verification thereafter.)

For the recognition of high school degree for the purpose of enrollment: Please have your credentials, school reports or other documents verified at the diplomatic missions, while your alma mater shall validate the related aspects such as the local authority’s recognition of the school, admission, and period of study to our diplomatic missions. Your high school degree shall be regarded with your credentials as the same as a domestic high school degree of the equivalent level and category.

Q: How can I have my academic degrees conferred by a high school (or a school of lower level) in China recognized?

A: Your academic credentials shall require public notarization in China, and be verified and examined by an institute established or appointed by, or a private agency (the Straits Exchange Foundation), commissioned by the Executive Yuan. The duplicate of your academic credentials (degree diplomas or certificates of study), notarial deeds and the certificate of verification proving that the duplicates are the same as the original, shall be presented to your local education authority, along with transcripts for all the years of coursework when necessary. Please contact your local education authority for related information.

Q: How can I have my higher education degree obtained in China recognized?

A: If your former school is included in the Ministry of Education’s List of Recognized Higher Education Institutions in China, and meet the provisions of Article 7 (study period) and Article 8 (preclusion) of the Regulations Regarding the Assessment and Recognition of Academic Credentials from the China, you are required to have your degree diploma, academic credentials and the transcripts for all the years of coursework validated by a designated agency in China. For a master’s degree (or higher), your graduate thesis is also required. The procedures are as follows:

1. If you were admitted no earlier than September 3, 2010 to a higher education school or institute in China, please apply for recognition at our designated agency (National Chung Hsing University, TEL: 04-22851900). Details on the procedures are available on the China Education Degree Examination website: http://emhd.nchu.edu.tw/VMHD

2. If you were enrolled in a higher education school or institute in China between September 18, 1992 and September 3, 2010, you may sign up for an academic assessment examination commissioned to National Chung Hsing University by the Ministry of Education (MOE), which will issue a credential of equivalent academic degree to those who have passed the examination. If the said assessment examination is taken for the purpose of further study, you may apply for a credential of degree equivalent to a bachelor’s or master’s degree by submitting your offer of admission to a university’s graduate program in Taiwan. The use of such credentials is limited to the academic pursuit of your graduate degree for the same academic year only. Q: Where can I find information about appraisal of educational levels?

A: Local governments conduct an academic attainment test annually for the appraisal of educational levels. The date of the test is arranged by each government. R.O.C. nationals (including those who have obtained a Visit Permit in the Taiwan Area or an R.O.C. passport) who are 14 or above may sign up for the attainment test for the elementary school level, which consists of four sections: Chinese, Mathematics, Social studies, and Science and technology, covering the current curricular guidelines for the full courses of elementary schools. The attainment test for the junior high school level is targeted at nationals aged 17 or above, and consists of five sections: Chinese, English, Mathematics, Social studies, and Science and technology, covering the current curricular guidelines for the full courses of junior high schools. The attainment test for the high school level is conducted alternatively by the K-12 Education Administration of the Ministry of Education, and by the special municipalities.

Q： Where can I seek help if I have family issues, parenthood, or marriage problems?

A： You may call the national counseling hotline for family education: 412-8185 (prefix “02” is required if you are dialing from your mobile phone). Alternatively, you may visit the MOE’s family education website (https://moe.familyedu.moe.gov.tw/default.aspx) and click on the local family education websites for further details. You may also call your local family education center for help.

Q: Where can I have my child learn a native language of immigrants in Taiwan?

A: The MOE funds the learning activities organized by schools, including programs for native languages, networks for parent-child collaboration in learning, and summer programs for immigrants’ native languages.
