About National Health Insurance (NHI)

The NHI program is a mandatory social insurance for all Taiwanese citizens based on the concept of equal rights to health care. Patients, injured people and pregnant mothers are all entitled to the insurance. Mandatory participants include R.O.C. nationals who have been included in a registered household for at least 6 months, and infants who are born in the territory of R.O.C and have been included in a registered household.


In addition to R.O.C. citizens, any foreign nationals (including people of Hong Kong, Macau and mainland China) who meet the regulations under the National Health Insurance Act or hold an alien resident certificate (ARC) as announced by the competent authority must enroll in the NHI program. To ensure applicants’ rights to healthcare, such application must be filed after they have been granted residency for 6 months. The exception applies where a resident alien is a regular employee and has been insured by the NHI from the start date of employment.
