Protection and support measures for victims of sexual assault

Sexual assault case handling procedures can also be applied to sexually assaulted migrant workers. The social worker from the prevention center will assess the victim's needs and provide services such as injury diagnosis, asylum placement, legal assistance, psychological counselling and treatment, accompany attendance at court, employment service, emergency living and other support measures. However, considering migrant workers in a relatively disadvantageous position, NIA has strengthened the following prevention actions:


1. Continue to advocate the 113 Protection Hotline and raise self-protection awareness through the mass media. In consideration of the language barriers for Southeast Asian spouses and migrant workers, NIH also publish advertisements about prevention of sexual assault and harassment and news release in various Southeast Asian publications in Taiwan, these include 4-Way News in Vietnamese, Indonesian, Filipino and Thai language, Tap chi Que Huong, Intai, Indo Suara, Index star, the Migrant, as well as incorporating self-protection and personal safety propaganda in radio programs popular with Southeast Asian immigrants and migrant workers. It is hoped that these efforts could raise the domestic violence victim’s awareness to call for help.


2. The 113 Protection Hotline provides 24-hour interpretation service in English, Vietnamese, Thai, Indonesian and Cambodian through online three-way calling. (Users only need to dial "113" and follow the voice instructions provided in 5 different languages to access the desired language system, and the social worker will put you through to the interpreter through online three-way calling for timely interpretation and consultation.


3. Cooperate with the Ministry of Labor to promulgate the “Principles of communication and responsibilities on strengthening the reporting mechanism for sexual assault cases involving migrant workers (see attached flowchart). The workflow clarifies that, when the municipality, county (City) government’s domestic violence (and) sexual assault prevention center (the "Prevention Center") receives a sexual assault case involving migrant workers, it should assign a responsible social worker to provide relevant protection and support measures. After consulting the worker's motivation and needs, the social worker shall fill in the "migrant worker sexual assault case reporting form" and fax it to the contact person of the municipal, county (city) government’s labor authority. The victim could receive assistance in interpretation, emergency placement, legal consultation, litigation subsidy, as well as arrangement in employer change, home returning and labor dispute mitigation to protect the migrant worker’s safety and rights.
