Veteran, spouse, or their minor under financial hardship who do not receive the monthly pension for the nation's military personnel, civil servants, public-school teachers, living allowance, or retirement payments for the disabled soldier are qualified to apply for the education subsidy twice a year, once in the first semester from September 15 to October 15 and another time in the second semester from March 1 to March 31.
