Online applications for the “Support Program for House Mortgage Borrowers in the Middle Class and Below” began on June 1. Lin Yu-Chang: Simple Online Applications and Direct Deposit into Accounts Upon Approval

Minister Lin Yu-Chang of the Ministry of the Interior announced that, online applications were officially accepted on June 1. The general public need only enter the borrower’s basic information and other information to complete the application; documentation is not required. Individuals who qualify are prompted to submit an application as soon as possible. Those who apply in June and are found to be eligible will have NT$30,000 deposited into their designated loan principal repayment account as soon as possible in July.

Lin Yu-Chang emphasized that as a result of the past COVID-19 pandemic, the Executive Yuan has established the “Support Program for Self-use House Loan Borrowers from the Middle Class and Below” to assist house loan borrowers from the middle class and below. In order to better serve the general public, the Ministry of the Interior has engaged in extensive preparation work over the past three months, including convening meetings with the Financial Supervisory Commission, R.O.C. (Taiwan), the Bankers Association, R.O.C. (Taiwan), and financial institution representatives to discuss application processes and details, as well as establishing an online official website application platform. The objective is to provide convenient and prompt services to the public and to make it as simple as possible for eligible individuals to receive the support fund. The Financial Supervisory Commission, R.O.C. (Taiwan), the respective financial institution representatives, and all the collaborative teams working in the background are acknowledged with gratitude!

The application process is straightforward, and the acceptance period can last up to seven months.

According to Lin Yu-Chang, the period for accepting project applications is from June 1 to December 29, 2023. The application acceptance criteria were published on May 15, and the inquiry hotline (02) 216201239 was activated on May 16. Specially assigned individuals will respond to questions pertaining to eligibility requirements. As of May 29, 14,463 phone inquiries have been received, and calls are pouring in with eagerness. 

Lin Yu-Chang stated that the project applicant must be the borrower of a self-use housing loan. The borrower, spouse, and minor children must satisfy the following conditions:

1. There is only one self-use housing loan, and the loan balance must be something other than a bad debt.

2. No more than one house is owned.

3. The original approved loan amount for a home is no more than NT$8.5 million if it is located in Taipei City and no more than NT$7 million if it is located in another direct municipality, county, or city.

4. The total incomes for 2021 do not exceed NT$1.2 million.

5. The base date for the above qualifications is February 28, 2023.

Lin Yu-Chang added that the current application submissions are entirely web-based and accessible via mobile phone, tablet PC, or personal computer. The Construction and Planning Agency, Ministry of the Interior (https://www.cpami.gov.tw/) and the Ministry of the Interior Real Estate Information Platform (https://pip.moi.gov.tw/V3/Default.aspx) are the official application portals. To enter, click the project link at the top of the website. Following the borrower’s entry into the online application system, the qualification self-assessment screen for the applicant to place confirmation checks appears. If the evaluation satisfies the requirements, after confirming the applicant’s identity, personal information can be filled out and sent, thereby completing the application. The overall sequence of operation is relatively simple.

The support fund is deposited directly into the account, which allows for progress updates at any time.

Lin Yu-Chang reminds everyone once more that if the online application for the project passes review, the support fund will be directly deposited into the borrower’s contract account for paying principal plus interest for the loan through the existing financial institution where the loan was granted, with “Issued by the Executive Yuan” noted. The government will not request personal information via text message, email, or telephone. The public is urged to maintain vigilance and avoid clicking application links from unknown sources in order to prevent personal information leakage.
