Beginning on June 1st, driving school tuition will increase by a minimum of NT$10,000.

In The Directorate General of Highways, MOTC, has approved an adjusted minimum fee collection standard of NT$10,000 for the six courses offered by driving schools beginning June 1, 2023, in order to unify national driving school fee collection standards and accurately reflect training costs. These six courses include: light vehicles, large light-duty vans, tractor trailers, light vehicles to large passenger vehicles, and light vehicles with trailers. The existing maximum fee collection limit for the Taiwan region has been cancelled, and the existing maximum fee collection limit of NT$13,500 now applies to the entire nation. For the “light vehicles to large passenger vehicles” course, the current maximum of NT$14,500 will remain in effect.

According to the Directorate General of Highways, the current driving school fee collection standards include a maximum of NT$13,000 (NT$13,500 for Taipei City and Kaohsiung City) and a minimum of NT$8,000 (NT$9,500 for Taipei City and Kaohsiung City) for the light vehicles courses offered by driving schools approved by the Ministry of Transportation and Communications in 2006, which have remain unchanged for the past 17 years. Taking into account an increase in minimum wages due to inflation, declining birth rates, and other factors, the costs of driving schools have increased to some extent. The Driving Organization of the Republic of China (http://www.drivingroc.org.tw/) and driving school owners have repeatedly reflected on the necessity of conducting reviews to preserve driving quality. Taking the matter seriously, the Directorate General of Highways previously entrusted the National Yang Ming Chiao Tung University with conducting a study on “driving school training cost items and calculation formula review” in order to evaluate the training fee adjustment plan.   

According to the Directorate General of Highways, an investigation revealed that the average fee charged by regular driving schools in Taiwan offering light vehicle courses exceeded NT$10,000. The current training fee adjustment proposal does not involve actual adjustments; rather, it refers to the current market situation and reasonably reflects costs. Under the premise of ensuring driving market stability without imposing additional burdens on the general public, the national standard for fee collection has been standardized, while the minimum fee collection has been appropriately adjusted.

The Directorate General of Highways reminds everyone that the current training fee collection adjustment plan applies to the training periods beginning after June 1, 2023. In addition, driving school owners must provide students with a clear explanation of the fee collection and refund policies prior to accepting applications, sign a standard form contract, and collect fees as stipulated. True violators will be punished in accordance with applicable regulations. The Directorate General of Highways will also provide guidance, inspection, and oversight to driving schools on a monthly basis, as well as on an irregular and annual basis. In turn, the teaching quality of driving schools can be improved to foster excellent vehicle drivers, improve their driving skills, cultivate their ability to maintain vehicles, gain knowledge of traffic laws and regulations, and promote road traffic safety.
