More than 13,000 foreign diplomatic personnel and Alien Permanent Residence Certificate (APRC) holders are expected to begin benefiting from the Triple Stimulus Voucher program, the Executive Yuan said.

The deadline for Triple Stimulus Vouchers falls on Dec. 31, and it is estimated that there are still paper vouchers left. ”We would like to thank foreign nationals before Thanksgiving and Christmas for their contributions to Taiwan and hope that they, too, benefit from the government’s most important stimulus policy this year,” the officer quoted Premier Su Tseng-chang as saying. A total of around 13,000 Alien Permanent Resident Certificate (APRC) holders and foreign diplomats in Taiwan will be able to buy government Triple Stimulus Vouchers starting Nov. 16.


Around 21.18 million people opted for paper stimulus vouchers, while 1.8 million chose the electronic form. 22.97 million people had collected the Triple Stimulus Vouchers, or 97 percent of the eligible population, according to the report of Ministry of Economic Affairs (MOEA) at a Cabinet meeting.


22 million paper stimulus vouchers were issued by the Executive Yuan. Many of these 13,000 foreign nationals have deep connections and affection toward Taiwan, identify as Taiwanese, and/or have made significant contributions to the country, such as priests and ministers who have devoted their lives to serving the Taiwanese people.


In order to extend the principle of Triple Stimulus Voucher’s warmth to diplomats in Taiwan, feel the warmth and human touch of Taiwan, deepen their sense of identity with Taiwan and enhance diplomatic friendship, holders of diplomatic official certificates are listed as the newly issued target of the Triple Stimulus Voucher.


The vouchers can be purchased between Nov. 16 and Dec. 30 and can be used until Dec. 31. Diplomats will receive their coupons from the Ministry of Foreign Affairs (MOFA).


National Development Council Minister Kung Ming-hsin at a Cabinet meeting two weeks ago proposed that foreign nationals be made eligible for the program, Premier Su Tseng-chang said. The proposal recently cleared a cross-ministerial meeting, he said.


Premier Su reminded that the Ministry of Economic Affairs should immediately revise the method for issuing the Triple Stimulus Voucher. The Ministry of Interior should confirm the list of receivables. For the procedures of issuing and receiving, all relevant ministries and committees and the Post Office must cooperate fully.
