Q1: Can foreign tourist rent a small passenger car?
A1:According to Article 100 of the Regulations for Automobile Transportation Operators, the renter must have a valid national driver license or an international driver license. Therefore, the foreign tourists can rent and drive a small passenger car as long as they have an international driver license.


Q2: What should a renter do if he/she wants to hire a driver?
A2:According to Article 100 of the Regulations for Automobile Transportation Operators, if the renter of the small passenger car has a need to hire a driver, the lessor shall be responsible for hiring the driver who holds a business driver license for the small car on behalf of the renter. If the renter is a foreign tourist, the small passenger car shall be driven by a good driver who is familiar with foreign languages. If a small truck is to be rented, the renter shall be responsible for the driving and the lessor shall not hire a driver on behalf of the renter.


Q3: Does the driver license remain valid after passing overdue without renewal?
A3:Since July 1, 2013, all kinds of ordinary driver licenses and locomotive driver licenses that are newly-received or already-received are exempt from the application for renewal. However, foreigners, people from Mainland China, residents from Hong Kong or Macau who have not yet acquired an Alien Permanent Resident Certificate (APRC), ROC civilians without household registration in Taiwan who have obtained, received, or exchanged for a ROC driver license, anyone who may not apply for a driver license for a lifetime as a punishment, or anyone who hold a driver license for one year after reapplication shall follow the rule of driver license renewal once in every 6 years.)
As provided in the foregoing paragraphs, ordinary driver license and the locomotive driver license exempted from regular renewal still remain valid even after the valid period expires. Others who are not exempted from regular renewal shall have a license renewal applied once the valid period expires.


Answer:
The car drivers shall not operate vehicles with an expired driver license. According to Article 22 of Road Traffic Management and Penalty Act, in the event of operating vehicles with an expired driver license, car drivers shall be fined from NT$1,800 to NT$3,600, be prohibited from driving and have their driver license suspended.
When an ordinary driver license passes overdue, the driver is still qualified for driving but prohibited to drive temporarily until a renewal is applied for and a new driver license is obtained.


Q4:What should a foreigner know before applying for a ROC driver license?
A4: I. Apply for a learning permit (those who apply for a motorcycle license are exempted from this requirement).
(I) Identification Document (attached with a certification that permits the holder to stay or reside for more than 1 year).
(II) Applicant's three 1-inch colored or black & white photos with a plain background, laminated surface, clear facial features, no head wears, the upper half of the body, front view, and taken in the past 6 months. Synthetic photos may not be accepted.
(III) Physical examination report and physical fitness certificate for driver license registration.
1. Physical examination and physical fitness tests shall be carried out at a public hospital, government health agency, or any hospital, clinic, and group designated by the motor vehicle office.
2. Physical fitness report shall remain valid for 1 year.
(IV) Applicant shall be at least 18 years old.


II. Application for Auto Driver License
(I) Application Documents:
1. Identification Document (attached with a certification that permits the holder to stay or reside for more than 1 year).
2. Learning Permit (with over 3 months of experience in using learning permit).
3. Applicant's three 1-inch colored or black & white photos with a plain background, laminated surface, clear facial features, no head wears, the upper half of the body, front view, and taken in the past 6 months. Synthetic photos may not be accepted.
4. Physical examination report and physical fitness certificate for driver license registration.
5. Registration Fee: NT$ 450; Driver License Fee: NT$ 200
(II) Precaution:
1. Applicant must be at least 18 years of age to apply for an ordinary driver license (foreigners may not apply for a business driver license).
2. Applicant who passes writing test and driving test may receive a driver license. Applicant who fails writing test or driving test may take a retest 7 days later.
3. Both physical examination result and writing test score are valid within 1 year.


III. Application for Motor Driver License
(I) Application Documents:
1. Identification Document (attached with a certification that permits the holder to stay or reside for more than 1 year).
2. Applicant's three 1-inch colored or black & white photos with a plain background, laminated surface, clear facial features, no head wears, the upper half of the body, front view, and taken in the past 6 months. Synthetic photos may not be accepted.
3. Physical examination report and physical fitness certificate for driver license registration.
4. Registration Fee: NT$ 250; Driver License Fee: NT$ 200
(II) Precautions:
1. Applicant must be at least 18 years of age.
2. Applicant who has already received an auto driver license may ride a light-duty motorcycle.
3. Applicant who passes writing test and driving test may receive a driver license.
A. Applicant who holds a valid auto driver license or a light-duty motorcycle driver license may be exempted from the writing test if he/she applies for an ordinary heavy-duty motorcycle driver license (between 50CC and 250CC).
B. Applicant who applies for a large heavy-duty motorcycle driver license (over 250CC) shall hold an ordinary heavy-duty motorcycle driver license for more than 1 year, at least 20 years of age, complete training in a registered driver training institute, reapply for the physical fitness test before getting qualified for the application.
4. Applicant who fails writing test or driving test may take a retest 7 days later.
5. Both physical examination result and writing test score are valid within 1 year.
