Important Definitions of Terms about Children and Youths

1. Protected Children and Youths

Protected children and youths refer to those under the age of 35 having one or more types of abuse (physical abuse, mental abuse, sexual abuse, and negligence) and having incidents listed in Article 53 (1) of The Protection of Children and Youths Welfare and Rights Act.


2. Caregiver:

(1) Parents, guardians, or caregivers.

(2) Relatives or others who live with children and youths and are responsible for discipline them, regardless of the length or duration of living together.

(3) Staff of public and private care institutions, including organizations, hospitals, healthcare institutions, mental health centers, and shelters.

(4) Those who do not live with children and youths but are the main caregivers.


3. Children and Youths Protection

The protection of children and youths is in accordance with Article 53 of The Protection of Children and Youths Welfare and Rights Act: medical personnel, social workers, educators, education service personnel, household staff, immigration personnel, police officers, judicial personnel, village officers, and other children and youths welfare personnel shall contact municipal, city, and county governmental agencies immediately within 24 hours if they know of any improper incidents, such as physical and mental abuse, abandonment, and others. Upon receiving the case, municipal, city, and county governmental agencies should classify and handle the case immediately within 24 hours, and the contact staff shall provide investigation report within 4 or 30 days after accepting the case.


4. Competent Authorities

According to The Protection of Children and Youths Welfare and Rights Act, competent authorities of municipal, city, and county governments are main responsible bodies. The competent authorities are usually social affair bureau or center of prevention for domestic violence and sexual assault of municipal, city, and county governments.

After accepting the report, the competent authorities will evaluate the report professionally to see if it is related to children and youths protection. The main goal is to improve the immediacy and safety of children and youths protection, avoid delays due to incomplete information or report to miss the opportunities and timing to help them.
