New Process of Authentication of diploma for New Immigrants to Schools and Jobs

New immigrants from Southeast Asia are the main members of Taiwan’s immigrants. In order to assist them integrate into Taiwan society, the Ministry of Education not only provides learning resources, but also continuously simplifies the processes of authentication of diploma that have been obtained in their countries, including the primary school diploma. New immigrants don’t need to go back to the Taiwan embassies of their countries for authentication, and don’t need to translate into Chinese, which greatly saves time and costs. The new process plays the most substantial role in encouraging continuing education or employment.


According to statistics from the NIA, excluding Mainland China immigrants, new immigrants from Southeast Asian accounted for 86% of all the immigrants. At present, the education levels of new immigrants in Southeast Asia are mostly junior high schools and elementary schools. After coming to Taiwan, they often have the desire to continue their studies. However, in the past, they were subject to legal regulations, such as having to back to the Taiwanese embassy in their home country for authentication procedures. They are not willingness to apply because of costs and time.


Based on the simplicity of administration and the protection of school rights, the Ministry of Education has invited local governments, experts, and representatives of relevant ministries to meetings, and reached a consensus of reasonable authentication for junior high schools and elementary schools in Southeast Asia. Applicants only need to take the authentications of diploma of elementary and secondary schools and affidavits, and apply to the local government for approval. In addition, the K-12 Education Administration, Ministry of Education has also commissioned the Department of Southeast Asian Studies of the National Chi Nan University to assist local government education bureaus in accepting application of authentications of diploma.


The K-12 Education Administration, Ministry of Education stated that new immigrants have brought about rapid changes in the population structure of Taiwan, and have also brought the challenge. The simple procedure of authentications of diploma can effectively encourage immigrants to apply, whether it is for further education or employment needs, which is very an important measure. In the future, we will continue to improve and propagate the procedure and help more immigrants live and work in Taiwan.
