Improve the medical care system and expand the COVID-19 test

The Central Epidemic Command Center (CECC) said that in response to the spread of the COVID-19 epidemic, the center has continued to strengthen the medical care system and has achieved three major goals:

1. Slowing down the speed of spread: To avoid a sudden increase of infection cases in a short period of time and impact the medical system and society, rapid quarantine is the way to reduce the risk of transmission.

2. Maintain the core manpower for the operation of the medical care system: To avoid the cluster infection in the organization, CECC will immediately take intervention measures to control its scope and number of people.

3. Reduce the number of critical illnesses and deaths: Hospitals have underway for keeping groups of mild patients and severely ill patients apart and adjust medical order to devote resources to the care of severe cases.


The CECC said that in order to fully deploy domestic medical diagnosis and treatment and expand the test capacity, there are currently 45 designated agencies, with a maximum daily test volume of more than 5,900 cases. The number of daily test volume accounts for 4% of the total volume and the result will be reported within 24 hours. CECC continue to check the hospital's admission capacity, which is 963 negative pressure isolation wards, 1,031 general isolation wards and 2,175 beds in dedicated wards. The total number of beds are 4,169, and the vacancy rate is 68%. The case is given priority to be admitted to the hospital at the first stage. If the epidemic expands and the hospital ward is insufficient, the patients who are diagnosed with mild and no active treatment will be admitted to the 27 centralized quarantine places. The number of people still exceeds the load of hospital wards and centralized quarantine sites, and the modular negative pressure isolation cabin is used for rapid assembly and immediate expansion of capacity.


The CECC pointed out that in order to ensure the operation of the Long-term Care Service and avoid cluster infections, a number of 12,000 beds of long term care service institution is counted. The local governments also plan to centralize the treatment of long term care service institution with 1,200 beds. In order to facilitate the diagnosis of cases in the institution, the residents of the institution who are listed as contacts can be preferentially moved to the centralized treatment place with one person per room isolation.


The CECC said that they will continue to promote the medical contingency preparation strategy and improve the medical care system to ensure Taiwan has sufficient medical capacity to protect the health of people.
