National Immigration Agency (NIA) urges new resident domestic violence victim to call 113 for help

Recent news reported that some new residents have suffered domestic violence that threatens their personal safety or results in casualties. NIA would like to urge new resident not to tolerate any domestic violence, you should pick up the phone and dial the 113 protection hotline for help, so that the government could intervene and provide timely assistance.


NIA stated that, in order to provide necessary assistance to victims of domestic violence, in accordance with Article 50 of the "Domestic Violence Prevention Act", the Ministry of the Interior stipulated the “Notice for MoI handling domestic violence case involving spouses of mainland Chinese or foreign nationals". When police authorities, NIA and their staff discover or receive reports on domestic violence, they should report the cases to the local domestic violence prevention center within 24 hours. If the victim express concerns of retrieving their ID documents, NIA shall contact the responsible police station at the request of the victim to escort the victim to retrieve their documents. NIA also drew up a reporting procedure for domestic violence cases involving spouses of mainland Chinese and foreign nationals, so the municipal, county service centers and the specialized operation brigades can familiarize themselves with the domestic violence case reporting procedure and service process.


NIA cited a recent news report about mainland Chinese spouse Ms. Yang, who was beaten into unconscious by her husband and hospitalized during New Year holiday. Her two daughters living in China applied to the NIA for visa on 19 February 2018 and their application was processed with priority by the Taipei municipal service center and the entry visa was issued to allow them arrive on 24 February 2018. In accordance with regulations, NIA also reissued Ms. Yang her long-term alien resident certificate (ARC) that was illegally detained by her husband. As Ms. Yang is qualified to apply for settlement, NIA will assist Ms. Yang in the application of settling in Taiwan to safeguard her rights and benefits. The other case is about the murder of a breakfast shop owner, Ms. Chen and her employee Ms. Nguyen in Cishan, Kaohsiung. Despite the two victims of Vietnam origin had obtained ROC citizenship through naturalization, NIA still contacted the Cishan social service center to provide necessary assistance.


NIA would like to remind new residents that, the government has mechanisms in handling domestic violence at both central and local levels, which provide services such as legal assistance, asylum placement, injury diagnosis, and psychological treatment. NIA will also reissue residence permits in accordance with regulations. The entire process will be kept private and confidential to protect the safety and rights of domestic violence victims and to prevent it from happening again. If local communities are aware of any domestic violence cases, please report immediately to the domestic violence and sexual assault prevention center at the local government, so they can provide timely rescue and support to allow the victims live without fear.
