In conjunction with New Curriculum Standards for Twelve-Year Basic Education, the Ministry of Education has included a total of 7 new immigrant languages in the language curriculum as a mandatory course in elementary schools and an elective course in junior high schools. With the promotion of the language curriculum, students are able to learn and appreciate the languages and cultures of Southeast Asia that is geographically near to Taiwan before broadening their horizons to the rest of the world, thereby obtaining more opportunities for studying and developing. Although the aforementioned curriculum has been implemented ever since the 2019 school year, the K-12 Education Administration has been subsidizing schools to organize new immigrant language learning programs ever since 2015. For the purpose of motivating the students to learn the languages and cultures of new immigrants effectively, a wide variety of classes (in the forms of clubs, camps, and activities) may be organized on the basis of the region, ethnic groups, and relevant resources in the location where the school is situated. In order to implement the New Immigrant Language Courses, the K-12 Education Administration actively carries out the preparatory works including the “Regulations for the Recruitment of Teaching Assistants with Special Skills for Junior High and Elementary Schools” which incorporate new immigrant languages, successfully train 2,081 new immigrant language teaching assistants, editing language learning materials for a total of 7 Southeast Asia languages, launch distant education trial programs in a total of 44 schools distributed to 20 counties and cities in Taiwan. Through the aforementioned preparatory works, the new immigrant language course for the 2019 academic year will be promoted as scheduled. To further implement the 2019 New Immigrant Language Course, the K-12 Education Administration works with National Central University and the Digital Talent Cultivation Center, Institute for Information Industry to promote “distance education” so that the new immigrant language courses can be provided by using digital approach that effectively solves the problem of hiring new immigrant language teachers in remote areas. This way, students who are willing to learn the new immigrant languages are able to receive the equal learning opportunities. By bringing the language and cultural advantages of the second generation into full play, the vision of twelve-year compulsory education "A Fair Chance For All: Every Child Has the Right to Get the Best Start" can be fully realized.
